JOB TITLE: Clinic Supervisor

Job Summary/Scope
Responsible professional, administrative and supervisory nursing work in the clinic services for the City of St. Joseph Public Health Department. Responsible for planning, directing, and evaluating public health clinic services. Develops policies and procedures; evaluates quality of care provided; coordinates services with other department programs; develops solutions to identified problems. Supervision is exercised over subordinate professional nursing staff. Works as a staff nurse in the clinic. Responsible for the preparation and administration of the child and adult health services within the clinic. Assists in the preparation of the clinic services budget.
Supervisory Responsibility
Integral to the position of clinic supervisor is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching, training, guiding, evaluating, correcting and, if necessary, disciplining.
Essential Duties and Responsibilities
  • Plans, directs, monitors, and evaluates nursing services and the work of professional nursing staff in the care and treatment of patients in the clinic.
  • Develops and implements nursing/administrative policies and procedures for the clinic.
  • Assists in planning the overall primary health care program for the City’s public health department.
  • Conducts health care clinics at various locations in the City and Buchanan County as needed.
  • Maintains vaccine inventory and records; reports to DHSS as required.
  • Prepares and maintains periodic and special clinical and administrative records including charts, memos, and letters.
  • Performs nursing duties related to patient care in the clinic.
  • Prepares budgetary recommendations.
  • Serves as a resource to the community providing information and education to community groups, agencies and media.
  • Administers in-school immunization program and/or works with the schools to assure students are in compliance with immunization requirements.
Other Duties and Responsibilities
  • Promotes nursing programs through news media and speaking engagements.
  • Conducts or supervises flu shot program.
  • Plans and participates in special clinics including those held for City employees.
  • Coordinates with the Department of Health on information regarding issues affecting public health.
  • Performs all other related duties as assigned.

Required Knowledge, Skills and Abilities
  • Thorough knowledge of professional nursing theory, practices and standards.
  • Knowledge of the principles, philosophy, practices, and specialized equipment utilized in community health nursing.
  • Knowledge of case management, lead poisoning prevention, HIV/AIDS/STD prevention counseling and testing, immunization schedules and updates, TB testing and disease processes, communicable disease processes.
  • Considerable knowledge of management principles and techniques as applied to the administration of nursing.
  • Ability to plan, implement and evaluate clinic programs.
  • Knowledge of the sociological and psychological aspects of community life and of all City and public health laws, rules and regulations.
  • Knowledge of the measures and techniques used to prevent the spread of disease. 
  • Skills in assessment and judgement.
  • Ability to establish and maintain effective working relationships with peers, superiors, subordinates and the general public.
  • Ability to maintain clinical records and prepare related reports.
  • Ability to communicate effectively both orally and in writing.
  • Ability to plan, supervise and coordinate public health nursing activities.
  • Ability to interpret and explain public health nursing services. 
  • Ability to maintain confidentiality in all patient matters.
  • Must be able to think quickly and logically to approach problem situations.
  • Valid Driver’s license required. 
  • Must have a current Registered Nurse license issued by the State of Missouri.
Material and Equipment Directly Used
Operates a personal computer, printer and various software packages, and other general office materials and equipment such as a copier, fax and telephone. Uses a variety of specialized health assessment and treatment equipment, materials and medicine such as needles, syringes, blood pressure equipment, blood sample collection equipment, and pregnancy tests. Uses all materials and equipment necessary to conduct educational programs including TV/VCR, projector, slide equipment and graphs. There may be times when use of personal vehicle may be required.
Working Environment/Physical Requirements
This work requires the occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions, frequently requires standing, walking, sitting, stooping, kneeling, crouching or crawling and tasting or smelling and occasionally requires climbing or balancing, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm’s length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to blood borne pathogens and may be required to wear specialized personal protective equipment; work occasionally requires wet, humid conditions (non-weather), exposure to fumes or airborne particles, exposure to outdoor weather conditions and wearing a self-contained breathing apparatus; work is generally in a moderately noisy location (e.g. business office, light traffic).
Education
Graduation from an accredited four year college or university with a Bachelor's Degree in Nursing and a minimum of three years of professional nursing experience including at least two years of supervisory, educational or specialized clinical experience or equivalent experience. Master's Degree in Nursing preferred. Must possess current license to practice as a Registered Nurse in the State of Missouri.
